The recent major changes to National Occupational Codes (NOC 2021) as announced by Employment and Social Development of Canada, with some visible structural framework of NOC classification methods. This effort will make it more consistent, accurate and flexible with emphasis laid on Training, Education, Experience and Responsibilities (TEER) from previous method of skill level assessment system.

In the new TEER system has major changes made from previous four skill level system has SIX TEER categories. These new changes will ensure much clearer distinctions between the employment requirements tied with each TEER category, that gives better consistency and homogenous classification.

The other major structural change is made to the previous four-tiered to a five-tiered classification system, which changes from 4 digit to five-digit classification format. This is described to be more flexible compared to the old system, that allows incorporation of new unit groups as and when needed.

  • The first digit represents the broad occupational category.
  • The second digit represents the TEER category.
  • The first two digits together represent the major group.
  • The first three digits represent the sub-major group.
  • The first four digits represent the minor group; and finally
  • The full five digits represent the unit group of the occupation itself.
